Legalize more housing options - from starter homes to multigenerational housing and apartment rentals, all of it is needed to address the housing shortage in Madison.
Increase flexibility in where people can live - from allowing smaller lot sizes to reducing setbacks, these changes can reduce the cost of living by freeing up available land for development, while allowing neighbors to age in place.
Reduce the time & cost burdens of overregulation - from simpler permitting to removing required parking, building new or modifying existing housing needs to be affordable (and attainable) for both developers and homeowners/renters.

The City Moves Forward
On 15th July, 2025, Madison City Council approved unanimously 3 proposals to address the housing shortage. Even though much more needs to be done, we support these zoning changes:
-
Allowing duplexes, or twin homes, in all residential areas
-
Allowing more property owners with deep residential lots to split those lots, creating “Backyard Lots”
-
Simplifying the permit process for small and medium sized housing developments downtown
Now on the table are 3 additional proposals we also support:
-
Increase maximum allowed heights in height transition areas
-
Allow two Accessory Dwelling Units (ADUs) in a detached building and simplify accessory structure rules
-
Adjust lot area, lot width, and alley attached garage rear setback minimums
